PROFITABILITY OF URBAN PUBLIC TRANSPORT SERVICES

THE REPUBLIC OF URUGUAY HAS A POPULATION OF 2.5 MILLION, OF WHOM 1.4 MILLION LIVE IN MONTEVIDEO AND ITS ENVIRONS. THE AREA IS SERVED BY FIVE BUS COMPANIES, OF WHICH ONE, THE PUBLICLY OPERATED, IS CONSIDERED HERE. ITS HUGE DEFICITS INDUCED THE MUNICIPAL AUTHORITIES TO APPOINT A COMMISSION TO FIND OUT THE CAUSES AND SUGGEST POSSIBLE REMEDIES. THE COST HEADINGS ARE STAFF, MOTIVE POWER AND RUNNING, MAINTENANCE, INSURANCE, ADMINISTRATION, TAXES, DEPRECIATION AND VEHICLE REPLACEMENT, AND RETURN ON CAPITAL INVESTED. COSTS ARE BROKEN DOWN AS THEORETICAL VERSUS ACTUAL, PER HOUR OF OPERATION, AND BY ROUTE TYPE FOR BOTH MOTOR BUSES AND TROLLEY BUSES. THE RATIO OF RECEIPTS TO COSTS IS THEN CALCULATED IN PESOS/VEHICLE/DAY FOR A THEORETICAL UNDERTAKING AND FOR THE GIVEN SYSTEM. CONCLUSIONS ARE DRAWN REGARDING THE SOURCES OF THE DISCREPANCIES BETWEEN THEORETICAL AND ACTUAL VALUES, AND MEANS OF INCREASING THE REALISM OF THE CALCULATIONS AND THE PROFITABILITY OF THE SYSTEM ARE MADE.
