TRANSPORTATION NETWORK ANALYSIS UTILIZING SELECTIVE LEFT TURN PENALTIES

THE THEORETICAL BACKGROUND, DEVELOPMENT, AND TESTING OF A NETWORK ANALYSIS PROCEDURE INCORPORATING A METHOD FOR SELECTIVE PENALIZING OF LEFT TURNS AT INTERSECTIONS IS PRESENTED. FUNDAMENTAL CONCEPTS OF NETWORK ANALYSIS ARE TREATED, WITH EMPHASIS ON THE COMPATIBILITY OF BEHAVIORAL THEORY AND NETWORK ANALYSIS TECHNIQUES. THE EFFECT OF TURNING MOVEMENTS AT INTERSECTIONS ON MINIMUM COST PATHS IS DISCUSSED IN THE PRESENTATION OF A METHOD FOR MODELING THESE MOVEMENTS IN THE NETWORK ANALYSIS PROCEDURE. THE VALIDITY OF THE NETWORK ANALYSIS PROCEDURE WAS TESTED THROUGH THE APPLICATION OF THE TECHNIQUES IN THE ANALYSIS OF AN EXISTING STREET NETWORK. RESULTS OF THE TEST INDICATE THAT THE NETWORK ANALYSIS PROGRAM PROVIDES ESTIMATES OF LINK FLOW VOLUMES WELL WITHIN THE LIMITS OF ACCEPTED ACCURACY. /AUTHOR/
