FREE THE FREEWAY

THIS REPORT WAS COMPILED BY THE GEORGIA HIGHWAY DEPARTMENT IN AN EFFORT TO ALLEVIATE TRAFFIC OPERATIONAL CONDITIONS ON THE ATLANTA FREEWAY DURING THE MORNING RUSH HOURS. ITS INTENT IS TO DEVELOP REVISED TRAFFIC CONTROLS TO FACILITATE HIGHER LEVELS OF OPERATION AT MINIMUM COST. IT IS CONSIDERED PARTICULARLY RELEVANT IN VIEW OF THE RECENT ACTION TAKEN ON RAPID TRANSIT AND THE REALIZATION THAT THERE ARE NO SUBSTANTIAL ENVIRONMENTAL CHANGES TO AFFECT THE ATLANTA FREEWAY FLOW. THIS REPORT ATTEMPTS TO ISOLATE THE FACTORS AND AREAS OF RESPONSIBILITY PRESENTLY CONTRIBUTING TO THE APPARENT CAUSE OF THE ATLANTA FREEWAY TRAFFIC CONGESTION. THE THREE MOST SIGNIFICANT FACTORS CONTRIBUTING TO THE CAUSE OF THIS PROBLEM ARE: (1) CONSTRICTIONS ON THE FREEWAY-STATE HIGHWAY DEPARTMENT RESPONSIBILITY, (2) CONSTRICTIONS ON SURROUNDING SURFACE STREETS-CITY OF ATLANTA RESPONSIBILITY, AND (3) UNNECESSARY VEHICLE OPERATOR ACTION-MOTORING PUBLIC RESPONSIBILITY. THESE RECOMMENDATIONS FOR IMPROVEMENT IN CONGESTION ON THE FREEWAYS ARE FOR IMPLEMENTATION ON AN IMMEDIATE AND TEMPORARY BASIS IN AN EFFORT TO EVALUATE THEIR WORTH. IT IS SUGGESTED THAT A 30-DAY PERIOD OF PREPARATION BEGINNING JANUARY 1, 1969 BE ESTABLISHED TO PREPARE IMPLEMENTATION, AND BEGINNING THE FIRST OF FEBRUARY, 1969, THE PLAN BE PUT INTO FULL EFFECT FOR A MINIMUM 60-DAY PERIOD. AFTER THIS PERIOD, A FINAL DECISION COULD BE MADE TO CONTINUE THIS APPROACH ON A PERMANENT BASIS AND APPLY THE SAME TECHNIQUE OF ANALYSIS TO THE AFTERNOON RUSH HOUR OR TO MODIFY ACTIONS THAT HAVE BEEN PROPOSED. /AUTHOR/
