TRAFFIC ENGINEERING
IMPROVED COMMUNICATIONS ARE NEEDED BETWEEN THE TRAFFIC ENGINEER, POLICE, VEHICLE DRIVERS, AND HIGHWAY DESIGNERS TO ACHIEVE SAFER HIGHWAYS. ENVIRONMENTAL CONDITIONS OF A HIGHWAY MUST BE CONTROLLED BY THE TRAFFIC ENGINEER TO COPE WITH TRAFFIC COMING OUT OF THE COUNTY FAIR, COMMUTER TRAFFIC, TRAFFIC FROM A SPORTING EVENT, NORMAL TOURIST TRAFFIC AND THE SUNDAY AFTERNOON SIGHTSEER. TRAFFIC SIGNS, PARKING SIGNS, AND CONSTRUCTION AND MAINTENANCE AREA SIGNS ARE DISCUSSED. PROBLEMS IN METROPOLITAN AREA DESIGNS ARE: (1) PARKING OF COMMERCIAL BUSES ON THE STREETS FOR OVER AN HOUR, (2) RESTRICTING LANES IN A TWO-BLOCK AREA, (3) APPROVING A SHOPPING CENTER WITH OUTLETS, ALL LEADING TO STREETS WHICH ARE NOT CAPABLE OF HANDLING THE TRAFFIC FLOW. TODAY'S HIGHWAYS MUST BE DESIGNED TO ACCOMMODATE ERRATIC DRIVING PERFORMANCE AND UNUSUAL DRIVER BEHAVIOR. THE RESPONSIBILITIES OF THE TRAFFIC ENGINEER AND THE POLICE REMAIN TO MOVE THE MAXIMUM AMOUNT OF TRAFFIC BY THE FASTEST, SAFEST WAY POSSIBLE.
