Green light for light rail
Light rail, trams and other rapid transit systems can play a significant part in improving the attractiveness and quality of public transport in major conurbations. This in turn can promote local economic growth and reduce carbon through modal shift. Building light rail systems has, however, been expensive. The high capital costs have meant that in practice, even where passenger forecasts may justify its consideration, light rail has often not been seen as an affordable option for local transport authorities to pursue. This report has therefore examined the key cost drivers for light rail and the steps that could be taken to make this mode of transport more cost effective in the future.
