Balancing competing priorities: the challenge of regulating the road transport industry

At Main Roads Heavy Vehicle Operations, we face the challenge of balancing the competing needs of community and industry in order to: accommodate growth in the transport task; maintain industry cost competitiveness; and reduce the external costs of transport. We achieve this through products which promote access and flexibility, while ensuring safe and efficient access to the road network for all road users. The increased freight task in Western Australia is inevitable, as a result of the booming economy and growing consumer demand. The State's economic growth comes at a cost to transporter operators, with increasing operating costs. As a result, industry constantly seeks more efficient transportation means. As a regulator, we take a holistic approach, balancing community and industry needs with legislative requirements to provide more effective freight routes, access for larger vehicle combinations and concessional access arrangements. Improved access is managed to minimise infrastructure damage and costs to the community and to ensure the safety of all road users. Through examples of the practical implementation of community and industry engagement practices, this paper will explore how our strategic approach to balancing competing priorities and enhancing relationships is being embedded across Main Roads Heavy Vehicle Operations.
