SPEED-VOLUME STUDY MANUAL OF INSTRUCTIONS
THE NEED FOR GREATER REALISM IN THE TRAFFIC ASSIGNMENT PROCESSES IS RECOGNIZED IN THE CHICAGO AREA TRANSPORTATION STUDIES PROPOSED PLAN TO TAKE INTO ACCOUNT THE CONTINUOUS CHANGE IN THE TIME RATIOS INVOLVED. THE CHANGE, OR FEEDBACK, BETWEEN USAGE AND DESIRABILITY OF STREET USAGE, IS TO BE ACCOUNTED FOR BY THE CONTINUOUS, INCREMENTAL ADJUSTMENT OF TIME RATIOS DEVELOPED BY THE COMPUTER DURING THE ASSIGNMENT PROCESS. THIS MEANS THE TRAVEL TIMES ON ROUTES MUST BE ESTIMATED WITH CHANGING TRIP VOLUMES ASSIGNED TO THEM. THE IDEAL TOOL FOR THIS PURPOSE IS AN ESTIMATION EQUATION BASED ON THE MAJOR DETERMINANTS OF TRAVEL TIME, THAT IS, VOLUME OF TRIPS, STREET WIDTH, PERCENTAGE OF COMMERCIAL VEHICLES, POSTED SPEED LIMITS, SIGNALIZATION AND OTHERS. THE SPEED- VOLUME STUDY IS PLANNED IN AN EFFORT TO COLLECT DATA BY WHICH THE ESTIMATION EQUATION CAN BE DERIVED THROUGH MULTIPLE CORRELATION ANALYSIS. THE FIELD WORK, THE ORGANIZATION FORMS, INSTRUCTIONS, AND THE GENERAL PROCEDURES ARE DESCRIBED, AS WELL AS THE EDITING, CODING AND CHECKING. THE PLANNED ANALYSIS OF THE DATA IS ALSO DESCRIBED.
