BAY AREA OPERATING STUDY
THE DEVELOPMENT AND APPLICATION OF A COMPUTERIZED TECHNIQUE FOR EVALUATING HEAVY FREEWAY TRAFFIC FLOW UNDER VARIOUS ROADWAY AND TRAFFIC CONDITIONS IS DESCRIBED. THE MODEL IS, BASICALLY, A MICRO-TOOL FOR BRINGING TOGETHER PRIOR CAPACITY KNOWLEDGE IN A SYSTEMIZED WAY SO AS TO DETERMINE HOW GEOMETRIC OR OPERATIONAL IMPROVEMENTS WILL AFFECT TRAFFIC CONGESTION. THE DECISION MAKER MAY THEN SELECT THE OPTIMUM IMPROVEMENT PLAN. /FHWA/
