INQUIRY INTO THE IMPACT OF THE MOTOR VEHICLE ON THE ENVIRONMENT
THIS INQUIRY INTO THE PUBLIC POLICY IMPLICATIONS OF THE IMPACT OF THE MOTOR VEHICLE TAKES INTO CONSIDERATION A WIDE RANGE OF ECONOMIC, SOCIAL AND ENVIRONMENTAL CONCERNS. A STUDY OF THE PROBLEM OF AUTOMOTIVE AIR POLLUTION AND NOISE INVOLVED AN ESTIMATION OF THE TRENDS IN GROWTH OF MOTOR VEHICLE EMISSIONS IN URBAN AREAS; AN IDENTIFICATION AND EVALUATION OF ALTERNATIVE APPROACHES TO REDUCING THE LEVELS OF AUTOMOTIVE AIR POLLUTION AND NOISE; AN EXAMINATION OF THE TECHNOLOGY AND COSTS OF EMISSION CONTROL; AND AN ASSESSMENT OF THE IMPACT OF PRESENT AND CONTEMPLATED AUTOMOTIVE EMISSION CONTROL REQUIREMENTS ON GOVERNMENT, THE ECONOMY, THE USERS AND INTERNATIONAL TRADE. INFORMATION FOR THE PREPARATION OF THE REPORT WAS GATHERED FROM MANY SOURCES WHICH INCLUDED THE PLENARY SESSION OF THE ORGANIZATION FOR ECONOMIC COOPERATION AND DEVELOPMENT, A QUESTIONNAIRE SURVEY OF MEMBER COUNTRIES, AND DISCUSSIONS WITH REPRESENTATIVES OF THE MOTOR INDUSTRY, PETROLEUM COMPANIES, TRADE ASSOCIATION, PROFESSIONAL SOCIETIES, RESEARCH INSTITUTES AND PRIVATE CONSULTANTS. THE REPORT DRAWS PARTICULAR ATTENTION TO THREE SPECIFIC ISSUES, NAMELY, THE DEVELOPMENT OF UNIFORM TESTING PROCEDURES FOR NEW EARS (WHICH WOULD EVENTUALLY FACILITATE INTERNATIONAL TRADE); THE DESIRABILITY OF SEEKING RECIPROCAL RECOGNITION OF EMISSION TEST RESULTS FOR PURPOSES OF CERTIFICATION; AND CONSIDERATION OF THE POTENTIAL CONSEQUENCE OF DIFFERENCES IN NATIONAL LEGISLATION GOVERNING THE CONTENT OF LEAD IN MOTOR FUEL. RESOLUTION OF THESE PROBLEMS WOULD REQUIRE INTERNATIONAL CONSULATIONS. BACKGROUND SOURCE MATERIAL AND ANALYSIS IS PROVIDED IN A DETAILED CONSIDERATION OF THE DIMENSIONS OF THE PROBLEM OF URBAN GROWTH, MOTORIZATION AND ENVIRONMENTAL QUALITY. DETAILS ARE GIVEN OF THE COSTS AND EFFECTIVENESS OF VEHICLE EMISSION AND NOISE CONTROL, THE CONTROL OF VEHICLES IN USE, TRANSPORTATION AND LAND USE CONTROL STRATEGIES, AND THE USE OF LEAD IN MOTOR FUEL. INFORMATION ON THE HEALTH EFFECTS OF AIRBORNE LEAD AND OTHER ENVIRONMENTAL PROBLEMS IS PROVIDED IN APPENDICES.
