AN INVESTIGATION OF USED CAR SAFETY: FINAL REPORT VOLUME #3: QUANTITATIVE EVALUATION, PART I: TECHNICAL CONSIDERATIONS

VOLUME III (OF V) PRESENTS THE QUANTITATIVE EVALUATION - TECHNICAL CONSIDERATIONS ASPECTS OF AN ANALYSIS ON THE SAFETY OF CARS IN USE. THE QUANTITATIVE EVALUATION HAS BEEN ORGANIZED INTO MODELS EACH COVERING A BROAD SCOPE IN THE FIELD OF USED CAR SAFETY. THE MODELS HAVE BEEN DEFINED TO PROVIDE ANSWERS TO CERTAIN BASIC QUESTIONS REGARDING USED CAR SAFETY: (1) MOTOR VEHICLE INDENTURE MODEL: WHAT ARE THE BASIC FUNCTIONS AND COMPONENTS OF A MOTOR VEHICLE AND HOW DO THEY RELATE TO ONE ANOTHER? (2) FAILURE-MAINTENANCE MODEL: WHAT ARE THE SOURCES AND FREQUENCIES OF USED CAR FAILURES AND HOW ARE THE VEHICLE FAILURE CHARACTERISTICS INFLUENCED BY MAINTENANCE? (3) FAILURE CRITICALITY MODEL: GIVEN THE VARIOUS FAILURES THAT OCCUR IN A USED CAR, HOW SIGNIFICANT ARE THEY (EXCLUDING QUANTITATIVE ANALYSES OF THE INFLUENCE OF FAILURES ON ACCIDENT AND DEATH RATES)? (4) FAILURE-ACCIDENT MODEL: WHAT IS THE QUANTITATIVE INFLUENCE OF MOTOR VEHICLE FAILURES ON ACCIDENT AND DEATH RATES? (5) MVI MONITORING-INSPECTION MODEL: HOW EFFECTIVE, IN QUANTITATIVE TERMS, ARE ALTERNATIVE MOTOR VEHICLE INSPECTION PROGRAMS? THIS REPORT DESCRIBES THESE MODELS AND THE RATIONALE USED IN THEIR DEVELOPMENT. /SRIS/
