EFFECTIVE APPROACHES TO REDUCING ACCIDENTS INVOLVING SLOW VEHICLES

A STUDY WAS DESIGNED TO INCREASE THE SAFETY OF SLOW-MOVING VEHICLES IN THE HIGHWAY BY DRAWING ATTENTION TO THEIR PRESENCE. THE RECOMMENDATIONS OF THIS REPORT ARE MADE ON THE INVESTIGATION OF 720 SLOW VEHICLE RECORDS FROM THE STATE OF OHIO FOR 1961-62. A BREAKDOWN OF THOSE ACCIDENTS BY TYPE OF VEHICLE, TIME OF DAY, WEATHER CONDITIONS, ETC, INDICATED CERTAIN NEEDS FOR SLOW-MOVING VEHICLES. ONE OF THE PRIMARY NEEDS SUGGESTED BY THE ACCIDENT DATA WAS THE NEED FOR A DISTINCTIVE EMBLEM TO IDENTIFY SLOW VEHICLES. FLAGS WERE INEFFECTIVE AS THEY WERE TOO COMMON; FLASHING LIGHTS AND REFLECTORS WERE NOT UNIQUE. BASED ON A SERIES OF TESTS FOR SHAPE RECOGNITION AND COLOR VISIBILITY A UNIQUE EMBLEM FOR SLOW VEHICLES WAS DESIGNED. THE DESCRIPTIONS AND RESULTS OF THESE TESTS IS PRESENTED. TEHE FINAL DESIGN RECOMMENDED FOR THE SLOW VEHICLE EMBLEM IS BASE-DOWN EQUILATERAL TRIANGLE CONSISTING OF A SOLID TRAINGULAR AREA OF FLOURESCENT YELLOW- ORANGE FILM FOR DAYTIME UTILITY. THE TRAINGLE IS TO BE BORDERED WITH REFLECTIVE RED STRIPS FOR NIGHT UTILITY. /SRIS/
