EFFECT OF PARKING POLICIES ON TRAFFIC VOLUMES
TAKING HAMBURG AS AN EXAMPLE, THE EQUILIBRIUM BETWEEN PARKING CAPACITY AND STREET CAPACITY IN CENTRAL URBAN AREAS IS STUDIED. LIMITS ON PARKING DURATION, WHICH FAVOR BUSINESS AND SHOPPER TRAFFIC, AND HIGH PARKING CHARGES, AND WHICH LIMIT THE NUMBER OF USERS, HAVE BEEN IMPOSED. EFFICIENT LOCAL PUBLIC TRANSPORT SERVICES TOGETHER WITH A RAPID TRANSIT SYSTEM AND PROVISION OF PARK-AND-RIDE PARKING FACILITIES ARE SOME OF THE METHODS ADOPTED TO DETER COMMUTERS FROM USING PRIVATE TRANSPORT. MENTION IS MADE OF THE LEGAL REQUIREMENTS CONCERNING THE PROVISION OF PARKING SPACES IN GERMANY. /RRL/
