A DEMONSTRATION STUDY-COMPUTERIZED ALLOCATION OF POLICE TRAFFIC SERVICES; VOLUME I, COMPUTER-SENSOR SYSTEM DESCRIPTION; VOLUME II, ACCIDENT DATA HANDBOOK
A STUDY WAS CONDUCTED TO DEVELOP AND IMPLEMENT A COMPUTERIZED HIGHWAY TRAFFIC INFORMATION SYSTEM (CHTIS) FOR USE IN ALLOCATING POLICE TRAFFIC SERVICES. THE INFORMATION SYSTEM UTILIZED A COMPUTERSENSOR SYSTEM TO GATHER, PROCESS, STORE AND DISPLAY TRAFFIC FLOW INFORMATION FROM 25 KEY HIGHWAY LOCATIONS IN MONROE COUNTY, INDIANA. THE RESULTING INFORMATION WAS PROVIDED TO A LOCAL INDIANA STATE POLICE POST FOR USE IN CONDUCTING TRAFFIC LAW ENFORCEMENT OPERATIONS. IT WAS CONCLUDED THAT THE SYSTEM IS A HIGHLY USEFUL OPERATIONAL TOOL FOR TRAFFIC LAW ENFORCEMENT AGENCIES. IT WAS ACCEPTED BY THE POLICE OFFICIALS AND WAS USED REGULARLY IN ASSIGNING PATROLS SO AS TO REDUCE TRAFFIC RISKS. THE STUDY RECOMMENDS: (1) THE ESTABLISHMENT OF A CONTINUING TRAFFIC RESOURCE ALLOCATION LABORATORY UTILIZING A CHTIS; AND (2) THE INITIATION OF A PROGRAM TO ANALYZE THE UNIQUE DATA BASE MADE AVAILABLE BY THE SYSTEM.
