IDENTIFICATION AND SURVEILLANCE OF HIGH ACCIDENT LOCATIONS

THIS IS THE THIRD REPORT OF THE (CALIFORNIA) COUNTY HIGHWAY SAFETY ORGANIZATION (CHSO) COVERING PROJECTS IT HAS CONDUCTED UNDER THE NATIONAL HIGHWAY SAFETY BUREAU PROGRAM. THE PLAN AS DEVELOPED EXTENDS FROM PROCEDURES FOR IDENTIFYING HIGH ACCIDENT LOCATIONS, TO ESTABLISHING IMPROVEMENT PRIORITIES ON A RATIONAL BASIS, TO DETERMINING THE EFFECTIVENESS OF IMPROVEMENTS THAT HAVE BEEN EFFECTED. PARTICULAR ATTENTION WAS PAID TO MAKING THE PLAN APPLICABLE TO LOCAL AGENCIES WHICH MUST STORE AND ANALYZE TRAFFIC DATA MANUALLY, WHILE STILL APPLICABLE TO AGENCIES WHICH MAKE USE OF ELECTRONIC DATA PROCESSING. THE PROJECT WAS DEVOTED TO DEVELOPING AN IDENTIFICATION AND SURVEILLANCE (I & S) PLAN WHICH WOULD SERVE AS A SPECIFIC AND PRACTICAL GUIDELINE FOR LOCAL AGENCIES IN CALIFORNIA. THE ENDEAVOR WAS TO COVER ALL MAJOR ASPECTS OF THE NATIONAL STANDARD, PROMOTE UNIFORMITY, STIMULATE THE UPGRADING OF PROCEDURES, AND YET BE USABLE IN LOCAL AGENCIES OF WIDELY VARYING SIZE AND WITH WIDELY DIFFERING CAPABILITIES. BASIC INFORMATION WAS DEVELOPED FROM A QUESTIONNAIRE SENT TO ALL CITIES AND COUNTIES IN THE STATE, FROM FIELD VISITS IN WHICH THE PROCEDURES OF SELECTED AGENCIES WERE INVESTIGATED IN DETAIL, AND FROM EXCHANGE OF EXPERIENCE AMONG MEMBERS OF A TECHNICAL ADVISORY COMMITTEE COMPOSED OF EXPERIENCED INDIVIDUALS REPRESENTING A CROSS-SECTION OF AGENCIES AS TO SIZE AND GEOGRAPHICAL DISTRIBUTION. FIELD TESTS SERVED TO PROVIDE A BASIS FOR EVALUATING THE EFFECTIVENESS OF THE PLAN AS A WHOLE. /HSRI/
