CONTROL OF TRAFFIC CENTRES BY GRADUATION OF PARKING FEES

INCREASING PARKING-PLACE OR PARKING METER FEES ENABLES THE NUMBER OF PARKED VEHICLES IN TOWN CENTRES TO BE CONTROLLED. AT THE MOMENT THERE IS NO COMPETITION FROM MULTI-STOREY PARKING GARAGES AND THEREFORE LITTLE INCENTIVE FOR THE CONSTRUCTION OF MORE OF THEM. HOWEVER, IT HAS BEEN ESTABLISHED THAT UP TO 40 PERCENT OF THE TRAFFIC IN THE TOWN CENTRE CONSISTS OF VEHICLES SEEKING A PLACE TO PARK, I.E. TRAFFIC WHICH IS UNNECESSARILY TAKING UP SPACE ON THE ROAD. THE GRADUATION OF PARKING FEES ACCORDING TO THE POSITION OF THE PARKING PLACE AND THE PARKING DURATION IS A REMEDY FOR OVER-LOADED PARKING AREAS. THERE ARE NO LEGAL OR SOCIAL OBJECTIONS TO THIS TYPE OF GRADUATION.
