IMPROVING CITY STREETS TO DEATH
THE HISTORY OF LIVING CONDITIONS ON TWO STREETS IN SAN FRANCISCO IS REVIEWED IN REFERENCE TO A THIRD WHOSE CURRENT TRAFFIC VOLUMES ARE MIDWAY BETWEEN THE OTHER TWO. ALL THREE ARE LOCATED WITHIN A FEW BLOCKS OF EACH OTHER. A STREET WHICH HAS BEEN IMPROVED OVER THE YEARS TO PROVIDE FASTER FREEWAY ACCESS FOR COMMUTING SUBURBANITES HAS EXPERIENCED A STEADY DECLINE IN ALL MEASURES OF RESIDENTIAL STABILITY, WHILE A NEARBY STREET THAT IS BISECTED BY A LARGE PARK AND CARRIES SUBSTANTIALLY LESS TRAFFIC EXHIBITS HIGH STABILITY. RESIDENTS OF THE THIRD STREET ARE OPPOSING PLANS BY THE TRAFFIC ENGINEERING DIVISION OF THE DEPARTMENT OF PUBLIC WORKS TO TURN IT INTO A ONE-WAY STREET.
