DISCUSSION OF THE REPORTS OF THE INTERNATIONAL COMMISSION ON TRAFFIC AND URBAN PLANNING: (A) INCREASING THE ATTRACTIVENESS OF PUBLIC TRANSPORT

THE AUTHOR'S SUMMARY OF HIS PAPER PRESENTED TO THE FULL COMMISSION IS FOLLOWED BY DISCUSSION OF ISSUES RAISED THEREIN AND BY THE SET OF CONCLUSIONS ADOPTED BY THE COMMISSION IN REGARD TO TOPIC A. THE CONCLUSIONS WERE: (1) TRAFFIC CONGESTION HAS REACHED THE POINT WHERE PUBLIC TRANSPORT SHOULD BE RECOGNIZED AS A SOCIAL NECESSITY, A FACT THAT SHOULD BE REFLECTED IN THE WAY PUBLIC TRANSPORT IS FINANCED. (2) THE SOCIAL BENEFIT OF PUBLIC TRANSPORT SHOULD BE RECONGIZED, WHERE OPERATING EXPENSES ARE CONCERNED, BY COMPENSATING THE TRANSPORT AUTHORITY FOR CONCESSIONARY FARES AND FOR LOCAL AND NATIONAL TAXES, AND BY HAVING PUBLIC AUTHORITIES ASSUME RESPONSIBILITY FOR INTEREST CHARGES. (3) FREQUENT, SPEEDY, AND RELIABLE SERVICE SHOULD BE PROVIDED AT REASONABLE FARES AND IN REASONABLE COMFORT. (4) THE ATTRACTIVENESS OF TRANSIT SHOULD BE ENHANCED BY KEEPING WALKING DISTANCES TO THE NEAREST TRANSIT STOP TO 400--500 METERS IN TOWN AND TO 800 METERS IN SUBURBS. TRANSFERRING, INCLUDING THE PERTINENT TARIFFS, SHOULD BE MADE AS CONVENIENT AS POSSIBLE. (5) VARIOUS MEASURES SHOULD BE TAKEN TO GIVE PRIORITY TO BUSES AND OTHER TRANSIT VEHICLES IN MIXED TRAFFIC. (6) IN THE LONG RUN, THE ATTRACTIVENESS OF TRANSIT DEPENDS ALMOST ENTIRELY ON BETTER INTEGRATION OF TRANSPORT PLANNING AND LAND USE PLANNING.
