MEASURES TO ACHIEVE INCREASED USE OF ACTIVE RESTRAINTS

THE BASIC ARGUMENT FOR PASSIVE RATHER THAN ACTIVE RESTRAINTS IS THAT PEOPLE DO NOT USE THE ACTIVE RESTRAINTS THAT ARE NOW AVAILABLE. SINCE HARNESSES ARE AVAILABLE AND ARE EFFECTIVE WHEN USED, AN APPROACH TO EARLY REDUCTION OF CAR CRASH INJURIES IS TO INCREASE HARNESS USE. THIS WOULD REQUIRE THAT PEOPLE BE PERSUADED OR FORCED TO USE THEIR HARNESSES BY SUCH MEANS AS: (1) INCREASED CONVENIENCE-- SINGLE POINT FASTENINGS, CONVENIENT STORAGE AND MOVEMENT- PERMITTING INERTIA REELS; (2) DESIGN CHANGES--BUZZER-WARNING LIGHTS OR IGNITION INTERLOCK SYSTEMS; (3) INCREASED PERCEPTION OF THE MOTORIST TO CHANGE HIS NON-USE PATTERNS; (4) FINANCIAL LOSS THREATS--ATTACHING FINANCIAL FINES FOR FAILURE TO WEAR HARNESSES AS IN AUSTRALIA OR BY CANCELLATION OF INSURANCE OR CANCELLATION OF THE INSURED'S LIABILITY COVERAGES. IT IS EXPECTED THAT THESE WILL HELP TO DECREASE INJURY AND DEATH RATES IN HIGHWAY ACCIDENTS.
