INFLUENCE OF SHOULDERS ON TRAFFIC OPERATIONS
IN A SERIES OF REPORTS AT THE END OF 1945 ASRIEL TARAGIN REPORTED HIS STUDY OF ROADWAY WIDTHS AND CONCLUDED, INTER ALIA, THAT IN COMPARISON WITH TURF OR GRAVEL SHOULDERS A BITUMINOUS SHOULDER FOUR FEET WIDE OR MORE INCREASED BY APPROXIMATELY TWO FEET THE EFFECTIVE WIDTH OF 18- AND 20- FOOT PAVEMENTS. THESE CONCLUSIONS CONTRIBUTED LARGELY TO THE FORMATION IN 1947 OF AN HRB COMMITTEE TO INVESTIGATE THE INFLUENCE OF SHOULDERS ON TRAFFIC OPERATIONS. SINCE THEN, A VARIETY OF STUDIES HAS BEEN MADE IN MARYLAND, WEST VIRGINIA, MINNESOTA, AND OHIO, THE BASIC FINDINGS OF WHICH ARE REPORTED HERE, PRIMARILY IN A SERIES OF GRAPHS AND CHARTS. DATA PRODUCED SO FAR ARE INCONCLUSIVE ON THE QUESTIONS OF SPEED AND LATERAL PLACEMENT.
