PROBLEMS OF TRAFFIC CONGESTION ARE BECOMING INCREASINGLY BAD IN ALL URBAN AREAS. VARIOUS ALTERNATIVES FOR DEALING WITH THE PROBLEMS ARE DISCUSSED, SUCH AS NEW CONSTRUCTION AND INCREASING THE ORDERLY FLOW OF URBAN TRAFFIC WITHOUT NEW CONSTRUCTION. THE APPROACH USED IN TORONTO IS THE LINKING OF A LARGE NUMBER OF INTERSECTIONS TO A DIGITAL COMPUTER SYSTEM. THE NEXT LEVEL OF AUTOMATIC CONTROL IS AN ANALOG COMPUTER SYSTEM. /HSL/
