Denkblockade Pkw-Maut / Thinking blockade RUC for private cars

Alle hochrangigen Kommissionen und Gremien, die sich weltweit in der Vergangenheit mit der Finanzierung der Strasseninfrastruktur beschaeftigt haben, sind davon ueberzeugt, dass ein Paradigmenwechsel zur umfassenden Nutzerfinanzierung die fairste, effizienteste und nachhaltigste Loesung ist. Im Gegensatz zur aktuellen Situation in der Bundesrepublik Deutschland teilen diese Position inzwischen sogar auch fuehrende Automobilklubs auf internationaler Ebene - mit der akzeptablen Einschraenkung, dass es auf die Ausgestaltung der Konzepte ankommt. Aus erfolgreichen, ebenso wie aus gescheiterten Projekten sind heute vielfaeltige Erfahrungen verfuegbar, auf deren Grundlage die verbreitete Denkblockade in diesem Zusammenhang ueberwunden werden sollte sowie in Konzeption, Kommunikation und Umsetzung oeffentlich und politisch akzeptierte Loesungen zur Erhebung von Strassenbenutzungsgebuehren fuer Pkw im nationalen Massstab oder in Innenstaedten (City-Maut) moeglich sind. (A) ABSTRACT IN ENGLISH: All high ranking commissions and advisory groups having worked on the subject of financing the road infrastructure worldwide during the last years are convinced that a comprehensive paradigm-shift to direct user charging is the most fair, most efficient and most sustainable solution. Contrary to the situation in Germany this position is meanwhile shared even by leading Automobile Clubs on the international level - with the acceptable restriction that it depends on the details of the concepts. Today, from successful as well as from failed projects various experiences are available and multiple lessons have been learned constituting a rich background for overcoming the "thinking-blockade" in this context and for the design, the communication and the realization of publicly and politically not only acceptable but even demanded solutions for road user charging private cars on a national level or in inner cities.
