AVI
AUTOMATIC VEHICLE IDENTIFICATION (AVI) IS A SYSTEM WHEREBY VEHICLES WILL BE EQUIPPED WITH LOW COST PASSIVE DEVICES WHICH CAN REFLECT SIGNALS TO CIRCUITRY IN THE ROAD AND THEREBY IDENTIFY THE PARTICULAR VEHICLE ON WHICH IT IS MOUNTED. THE SYSTEM PROVIDES ELECTRONIC LICENSE PLATES IN EFFECT. IT WILL PERMIT THE COLLECTION OF TOLLS WITHOUT STOPPING VEHICLES OR REQUIRING DRIVERS TO DO ANYTHING. ALL POSSIBLE SYSTEMS WERE STUDIED, AND RECOMMENDATION MADE THAT THE USE OF LOW FREQUENCY INDUCTION SYSTEMS OFFERS THE MOST PROMISING TECHNOLOGY. SOME OF THE APPLICATIONS LISTED FOR THE AVI SYSTEM ARE: (1) SAFETY AND LAW ENFORCEMENT, INCLUDING DETECTION OF STOLEN CARS, WHICH ARE KNOWN TO HAVE A HIGH RATE OF INVOLVEMENT IN ACCIDENTS, (2) MOTOR VEHICLE ADMINISTRATION, INCLUDING VERIFICATION OF PERIODIC INSPECTIONS AND SAFETY RECALLS, (3) FINANCE, INCLUDING AUTOMATIC BILLING, AUTOMATIC TOLL COLLECTION, (4) COMMUNICATIONS, INCLUDING THE LOCATION AND DISPATCH OF EMERGENCY VEHICLES, POLICE, FIRE, CIVIL DEFENSE VEHICLES, (5) TRANSPORTATION PLANNING, (6) TRAFFIC OPERATIONS, INCLUDING AUTOMATIC SENSING OF VEHICLE LOCATIONS, TRAVEL TIMES AND DELAYS, AND THE IMPLEMENTATION OF PRIORITY ACCESS SYSTEMS SUCH AS GIVING BASIC PREFERENCE OVER CARS. FIELD TESTS OF ONE AVI SYSTEM ARE UNDERWAY ON THE GOLDEN GATE BRIDGE AND ANOTHER IS PLANNED SOON FOR THE GEORGE WASHINGTON BRIDGE.
