PUBLIC SAFETY, THE RADIO SPECTRUM, AND THE PRESIDENT'S TASK FORCE ON COMMUNICATIONS POLICY

A DISCUSSION IS PRESENTED OF THE REPORT TO THE PRESIDENT'S TASK FORCE ON COMMUNICATIONS POLICY CONCERNING THE PROBLEMS OF MOBILE RADIO COMMUNICATIONS CONGESTION AMONG USERS OF THE PUBLIC SAFETY RADIO SERVICES. THE CONTRACTUAL EFFORT CENTERED ON THE FACTORS SURROUNDING THE THREE MAJOR METROPOLITAN AREAS OF CHICAGO, LOS ANGELES, AND NEW YORK. IT IS SHOWN, FOR EXAMPLE, THAT CHICAGO COULD USE APPRECIABLY MORE SPECTRUM, 15 MHX WITHOUT MORE SHARING, 10% OF THAT WITH SHARING. IN LOS ANGELES, THE EXTRA NEEDS ARE ABOUT 7 MHZ REGARDLESS OF SHARING. IN NEW YORK, THE NEEDS ARE ABOUT 30 MHZ WITHOUT SHARING AND ABOUT 30% OF THAT IF MORE SHARING IS DONE. WHERE INDEPENDENT USERS OF THE SPECTRUM ARE IN CLOSE PROXIMITY, EACH ONE WILL TRY TO GET AS MUCH OF THE FREQUENCY SPECTRUM AS POSSIBLE, OFTEN AT THE EXPENSE OF HIS NEIGHBORS. COOPERATION AMONG COMMUNITIES IN THIS REGARD RANGES FROM HIGH TO NON-EXISTENT. THE REPORT DEALS LARGELY WITH PRAGMATIC CONSIDERATIONS FOR SOLVING PRESENT PROBLEMS RATHER THAN WITH LONG-RANGE RECOMMENDATIONS INVOLVING MAJOR CHANGES.
