SPEED ZONING: A THEORY AND ITS PROOF
A NEW THEORY IS PRESENTED OF SPEED ZONING AND THE RESULTS OF TESTS DESIGNED TO VALIDATE IT. THE THEORY IS THAT A RELATIONSHIP EXISTS BETWEEN THE RATE OF ACCIDENT OCCURRENCE AND THE DISTRIBUTION OF SPEEDS ON RURAL HIGHWAYS AND THAT THE EFFECTIVENESS OF SPEED ZONING IN REDUCING ACCIDENTS DEPENDS ON SPEED DISTRIBUTION BEFORE AND AFTER ZONING. /HSL/
