CONSTRUCTION ZONE SAFETY: GIVING DRIVERS HALF A CHANCE
SOME OF THE HIGHWAY ENGINEERED SHORTCOMINGS IN CONSTRUCTION ZONES ARE DISCUSSED: (1) THE DETOUR SYNDROME, (2) LACK OF PLANNING, (3) THE HIGH COST SYNDROME, (4) ANTICIPATED LIFE OF TEMPORARY ROADWAYS, (5) POOR DELINEATION, (6) OVER DELINEATION, (7) OVER AND CONFUSING DELINEATION, (8) MISUSE OF SIGNING AND DELINEATING DEVICES. IN ONE FREEWAY PROJECT IT WAS NECESSARY TO SHIFT TRAFFIC FROM ONE FREEWAY ROADWAY TO THE OTHER A TOTAL OF EIGHT TIMES. THE ONLY DELINEATING DEVICES USED WERE COMBINATIONS OF RUBBER TUBES AND RUBBER CONES, WITH AND WITHOUT REFLECTIVE ASSEMBLIES. DURING THE LIFE OF THE PROJECT, THE ROADWAY HAD A LOWER ACCIDENT, INJURY, AND FATALITY RATE THAN IT DID THE YEAR BEFORE CONSTRUCTION STARTED.
