PEDESTRIAN RESPONSE TO RED LIGHTS
THE QUESTION WHETHER A PEDESTRIAN FACING A RED LIGHT SHOULD BE ALLOWED TO START CROSSING TH ROADWAY IS RAISED AS A RESULT OF A DIFFERENCE BETWEEN THE UNIFORM VEHICLE CODE AND PROPOSED REVISIONS IN THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS AND HIGHWAYS. THIS COMMENTARY PRESENTS AS ACCURATELY AS POSSIBLE, THE POINTS FAVORING EACH OF TWO RULES IN THE CONTEXT OF HISTORICAL DEVELOPMENTS IN THE CODE AND THE MANUAL, EXISTING STATE LAWS, AND STATE MANUALS ON TRAFFIC CONTROL DEVICES. INFORMATION ABOUT THE MANUAL AND THE NATIONAL JOINT COMMITTEE ON UNIFORM TRAFFIC CONTROL DEVICES IS ALSO INCLUDED TO FAMILIARIZE THE READER WITH ITS WORK AND THE SIGNIFICANCE OF THE MANUAL AND ANY PROPOSED REVISIONS.
