PARKING METERS - A STUDY OF THEIR NUMBER REVENUE AND USE

MANUAL AND AUTOMATIC PARKING METERS ARE DESCRIBED. PARKING METERS MAY BE LOCATED AT THE CURB OR IN OFF-STREET-PARKING FACILITIES. THE GREAT BULK OF CURB PARKING METERS IS PLACED IN THE COMMERCIAL DISTRICT. COMMUNITY ATTITUDES TOWARD METERS ARE DISCUSSED. COSTS OF ADMINISTRATION OF THE PARKING METER PROGRAM AND INCOME FROM METERS ARE ANALYZED. THE MOVEMENT TO PLACE COMMERCIAL ADVERTISING ON PARKING METERS IS DISCUSSED. IN ADDITION TO ASSISTING IN THE ENFORCEMENT OF PARKING RESTRICTIONS, THE PARKING METER INCREASES PARKING TURNOVER AT THE CURB. IT IS CONCLUDED THAT THERE IS A DEVELOPING TENDENCY AMONG MUNICIPALITIES TO GRADUATE THEIR PARKING-METER-FEE SCHEDULES SO THAT HIGHER RATES OR SHORTER PERMISSIBLE TIMES ARE PLACED ON METER SPACES THAT ARE CLOSER TO THE MAJOR GENERATORS OF PARKING DEMAND. THE HOURS OF OPERATION OF CURB METERS ARE DESCRIBED.
