USE OF PARKING METER REVENUES

THE PRESENT SIGNIFICANCE OF THE PARKING METER IS EXAMINED IN TERMS OF THE REGULATION IT FACILITATES AND THE ANNUAL REVENUE IT PRODUCES. THE LEGISLATIVE BASIS FOR THE INSTALLATION AND USE OF THE PARKING METER AND JUDICIAL DECISIONS PERTAINING THERETO, ARE REVIEWED. ONLY EIGHT STATES AND THE DISTRICT OF COLUMBIA SPECIFICALLY AUTHORIZE OR REQUIRE BY LAW, THE APPLICATION OF NET PARKING METER REVENUE TO THE PROVISION OF OFF-STREET PARKING FACILITIES. IT IS SUGGESTED THAT STATE ENABLING LEGISLATION DEALING WITH PARKING METERS SHOULD BE SO DRAWN AS TO REQUIRE THE APPLICATION OF NET PARKING METER REVENUES TO THE ESTABLISHMENT AND FOSTERING OF OFF-STREET PARKING FACILITIES. THE ONLY EQUITABLE ALTERNATIVE TO THIS PLAN TO USE PARKING METER FEES EXCLUSIVELY FOR PARKING PURPOSES IS TO REDUCE PRESENT PARKING METER FEES TO THE POINT WHERE ONLY THE COSTS OF THE REGULATION ARE REIMBURSED. AN INTEGRATED SYSTEM OF PARKING FACILITIES, BOTH CURB AND OFF-STREET, WILL PROVE TO BE THE MOST EFFECTIVE MEANS OF RESOLVING PARKING DIFFICULTIES. THE PARKING METER FEE SHOULD BECOME TO PARKING FINANCE WHAT THE GASOLINE TAX AND THE REGISTRATION FEE ARE TO HIGHWAY FINANCE.
