PARKING REQUIREMENTS FOR SHOPPING CENTERS: A SURVEY

EXISTING SHOPPING CENTER RANGES IN TYPE, SIZE AND GEOGRAPHICAL DISTRIBUTION WERE SAMPLED, BASED ON EXPERIENCE IN 270 SHOPPING CENTERS DURING PEAKS OF THE 1964 PRE- CHRISTMAS SHOPPING SEASON. IN OPERATIONAL PRACTICE AND FOR DEVELOPMENT PLANNING, WHERE THERE IS NO WALK-IN TRADE NOR PUBLIC TRANSIT USAGE, PROVISION OF 5.5 CAR PARKING SPACES PER 1000 SQ FT OF GROSS LEASABLE AREA IS ADEQUATE AS A STANDARD TO MEET PARKING DEMAND AT SHOPPING CENTERS. THIS STANDARD ACCOMMODATES PARKING NEEDS AT SHOPPING CENTERS FOR ALL BUT THE 10 HIGHEST HOURS OF DEMAND DURING AN ENTIRE YEAR . THESE 10 HIGHEST HOURS OCCUR DURING 3 PEAK DAYS PER YEAR. TO PROVIDE PARKING SPACE FOR SUCH LIMITED PEAK DEMANDS IS UNECONOMICAL. OFFICE SPACE USAGE UP TO 20% OF THE GROSS LEASABLE AREA CAN BE ADDED TO THE CENTERS COMPLEX WITHOUT A NOTICEABLE INCREASE IN PEAK PARKING DEMAND. A SIGNIFICANT VOLUME OF WALK-IN OR PUBLIC TRANSIT CUSTOMERS OR PRESENCE OF FACTORS SUCH AS A LIMITED TRADING AREA OR TENANT CLASSIFICATIONS WITH UNUSUALLY LOW PARKING REQUIREMENTS WOULD POINT TO REDUCTION OF THE ABOVE PARKING SPACE PROVISION. ZONING ORDINANCES FOR SHOPPING CENTER PARKING GENERALLY CALL FOR A SUBSTANTIALLY GREATER AMOUNT OF PARKING SPACE THAN IS ACTUALLY NECESSARY.
