A Study on the World Geodetic System-84 Environment

ICAO has adopted, as a standard, the geodetic reference system WGS-84 and developed an appropriate ICAO manual, particularly in respect to Annex 15, in order to ensure a rapid and comprehensive implementation of the WGS-84 geodetic reference system. In addition, Annexes 4, 11 and 14 have been developed as well. The Standards and Recommended Practices (SARPS) in Annexes 11 and 14, Volumes I and II govern the determination and reporting of the geographical coordinates in terms of WGS- 84 geodetic reference system. ICAO Doc.9674, the World Geodetic System 1984 manual, provides International WGS-84 coordinate system, coordinate acquisition guide, measurement standard of airport/heliport navaid, and measurement standard results. Currently the Korean government has Airport Operations Standards and Standards for Aeronautical Information Services and Aeronautical Charts of MLTM (Ministry of Land, Transport and Maritime affairs) on the same plane as Annex 4, 11, 14, 15. However, the government does not have provisions such as ICAO Doc.9674 World Geodetic system 1984 (WGS-84) manual. Therefore, the related study has to be performed by considering ICAO Doc manual, and also the manual on measurement of National Geographic Information Institute (NGII). Due to the lack of national standards, there is some confusion on setting up coordinates of measurement standard points for Apron and Instrument Landing System (ILS). Also staff face difficulties in understanding geodetic survey technical phraseology when referring to the related NGII manual. This paper focuses on the development of the Korean manual for 'World Geodetic System', through ICAO Doc.9674 World Geodetic System 1984, Global standard, and on the guideline basis of WGS-84 suitable to domestic airports. It is expected to improve the efficiency of tasks by avoiding the confusion of tasks related to the WGS. The manual of WGS-84 will contribute to the aviation safety and the advancement of the aeronautical industry in Korea as well.
