DESIGNING AGAINST NOISE FROM ROAD TRAFFIC

RESEARCH HAS INDICATED THAT FOR THE BEST CORRELATION WITH DISSATISFACTION IT IS NECESSARY TO DESCRIBE TRAFFIC NOISE USING A UNIT WHICH TAKES ACCOUNT OF BOTH THE CONTINOUS LEVEL AND THE VARIABILITY. TWO UNITS OF THIS TYPE HAVE BEEN PROPOSED, THE TRAFFIC NOISE INDEX AND THE NOISE POLLUTION LEVEL. THIS PAPER BRIEFLY DISCUSSES SOME OF THE FACTORS TO BE CONSIDERED IN SETTING STANDARDS FOR TRAFFIC NOISE AND EXTENDS THE DISCUSSION OF POSSIBLE UNITS FOR DESCRIBING TRAFFIC NOISE LEVELS TO INCLUDE THE NOISE POLLUTION LEVEL. IT PROPOSES THAT INTERIM STANDARDS FOR DWELLINGS SHOULD BE SET IN TERMS OF THE LEVEL AT THE FACADE EXCEEDED FOR 10 PER CENT OF THE TIME BETWEEN THE HOURS OF 6 A. M. AND 12 MIDNIGHT. THE RESULTS OF PUBLISHED AND UNPUBLISHED RESEARCH ARE TAKEN INTO ACCOUNT IN PUTTING FORWARD DESIGN RULES TO ALLOW THE ESTIMATION OF NOISE EXPOSURE IN TERMS OF THIS UNIT AND ALSO THE PERFORMANCE OF THE VARIOUS CONTROL MEASURES. A WORKED EXAMPLE OF THE ESTIMATION OF NOISE EXPOSURE, AND BACKGROUND INFORMATION USED IN THE DERIVATION OF THE DESIGN RULES ARE GIVEN IN APPENDICES. /AUTHOR/
