WHILE STANDARDS AND RESEARCH DIRECTED TOWARD HIGHWAY SAFETY PROLIFERATE, NO SYSTEMATIC EFFORT HAS BEEN UNDERTAKEN TO ENSURE OR EVEN INVESTIGATE THE SAFETY OF THE PEDESTRIAN IN TRAFFIC. A PRELIMINARY ANALYSIS IS MADE OF THE PROBLEM AND OF PROBLEM GROUPS, AFTER WHICH REQUIREMENTS AND ON-GOING PROGRAMS AND RESEARCH ARE EXAMINED IN THE CATEGORIES OF ENGINEERING MODEL STREET NETWORKS, DATA, THE ELDERLY, PUBLIC INFORMATION, ENFORCEMENT, EDUCATION, VISIBILITY, ALCOHOL, AND COMMUNICATIONS.
