AVERAGE HORSEPOWER REFLECTS THE BENEFIT OF INCREASES IN GEAR REDUCTION STEPS, COMPENSATES FOR DIFFERENCES IN HORESPOWER VERSUS ENGINE SPEED CHARACTERISTICS, AND ASSURES REASONABLE LOADED PERFORMANCE OF OVER-THE-ROAD TRUCKS AND TRUCK TRACTORS.
