THE CARE AND HANDLING OF PEDESTRIANS
EVERY DRIVER, WHEN HE ARRIVES IN THE CENTRAL BUSINESS DISTRICT, BECOMES A PEDESTRIAN BUT IT IS VERY DIFFICULT TO PROVIDE HIM WITH COMPARABLE FACILITIES AVAILABLE TO MOTORISTS. SIDEWALKS ARE NARROW, PEDESTRIANS HAVE A TENDENCY TO GO WHERE THEY WANT, DISREGARDING TRAFFIC SIGNALS OR INTERSECTIONS. TRAFFIC CONTROL IS VEHICLE ORIENTED, IGNORING THE CONVENIENCE OF THE PEDESTRIAN. SELDOM IS THERE A TRULY PEDESTRIAN MALL WHERE THE PEDESTRIAN IS FAVORED OVER THE CAR. TO IMPROVE THE SITUATION, BETTER PEDESTRIAN- ORIENTED SIGNALIZATION IN SHOPPING AREAS, DISCOURAGEMENT OF CARS IN SUCH AREAS, SIGNALIZED MIDBLOCK CROSS-WALKS, ONE- WAY VEHICULAR MOVEMENT WITH RESTRICTED TURNING MOVEMENTS, AND COMPLETE REMOVAL OF TRAFFIC BY THE USE OF SECOND LEVEL WALKWAYS ARE BEING TRIED.
