Critical Issues in Managing Port Security Across EU: Evidence from Italy
This article considers the business impact of increased security on ports, focusing on competition among ports in Italy. The authors contend that a proactive port management approach, capable of enhancing various factors including security, is necessary to increase the attractiveness of a port. The authors propose the case of Rotterdam as a best practice, not only to demonstrate of the competitive benefits stemming from increased security services, but also to identify guidelines for those ports willing and interested in enhancing their security. They then compare Rotterdam to the Italian port system and discuss how to implement economic growth and enhanced security. The components found to most generate a higher added value are organizational flexibility and international cooperation. Additional topics covered include the need for a balanced cost recovery system and the complexities of the maritime transportation market.
