WHEN FULLY DEVELOPED, CUSHIONS SHOULD BEAT AIR BAGS ON COST, LIFE, AND MAINTENANCE WHILE APPROACHING THEIR SOFTNESS PRELIMINARY STUDIES INDICATE THAT THE PLANNED SAFETY CUSHIONS ARE A FEASIBLE WAY TO INCREASE PROTECTION A GREAT DEAL FOR THE PERSON WHO USES NO BELTS. THEY WILL ALSO ADD SUBSTANTIALLY TO THE PROTECTION OF THE PERSON WHO USES THE LAP BELT ONLY, BUT WILL DO LITTLE FOR THE MOTORIST WHO NOW WEARS BOTH BELTS.
