DEVELOPMENT OF AN URBAN PEAK HOUR TRAFFIC MODEL BASED ON THE 1970 CENSUS AND CONCURRENT GROUND COUNTS

THIS PROJECT WAS UNDERTAKEN TO DEVELOP A MODEL WHICH COULD PREDICT THE PEAK-HOUR TRAFFIC VOLUMES ON LINKS IN THE METROPOLITAN ATLANTA, GEORGIA AREA. THE MODEL IS TO BE THE REGRESSION RELATIONSHIP POSTULATED TO EXIST BETWEEN THE PRIMARY WORK TRIPS (AS MEASURE BY THE 1970 CENSUS) ASSIGNED TO A LINK BY THE GEORGIA DEPARTMENT OF TRANSPORTATION ASSIGNMENT ALGORITHM AND THE PEAK-HOUR TRAFFIC VOLUME ON THAT LINK. IN ORDER TO FIND THE RELATIONSHIP BETWEEN THE ABOVE VARIABLES IT WAS NECESSARY TO MEASURE THE PEAK-HOUR TRAFFIC VOLUMES AT THE TIME THE 1970 CENSUS DATA WAS COLLECTED. THIS REPORT TABULATES THE VOLUME COUNTS TAKEN AT 263 LOCATIONS, AND DISCESSES THE PROCEDURES USED IN THE DATA COLLECTION. VOLUME COUNTS WERE TAKEN BY DIRECTION, WITH 15 MINUTE PRINTOUT INTERVALS, USING PNEUMATIC TYPE COUNTERS. AS IT WAS NOT POSSIBLE TO COLLECT ALL TRAFFIC COUNT DATA SIMULTANEOUSLY WITH THE TAKING OF THE 1970 CENSUS, ADJUSTMENT FACTORS WERE CALCUALTED TO ADJUST ACTUAL COUNTS TO AN AVERAGE WEEKDAY OF APRIL 1970 WHEN THE CENSUS WAS TAKEN. IT WAS CONCLUDED THAT THE DATA BASE IS ADEQUATE FOR THE PURPOSES OF THE PROJECT, AS IT IS SUPERIOR TO THE DATA BASE USED IN A SIMILAR STUDY WHICH WAS SUCCESSFUL. /FHWA/
