TELECOMMUNICATIONS RESEARCH IN THE UNITED STATES AND SELECTED FOREIGN COUNTRIES

A PRELIMINARY SURVEY OF THE STATUS AND TRENDS OF TELECOMMUNICATIONS RESEARCH IN THE UNITED STATES AND SELECTED FOREIGN COUNTRIES WERE IDENTIFIED BY INDIVIDUAL STUDIES DEVOTED TO AN EXAMINATION OF DEVELOPMENTS IN SEVERAL FUNCTIONAL AREAS: SYSTEMS; HUMAN FACTORS; TERMINALS, SENSORS AND DISPLAYS; TRANSMISSION, MODULATION/DEMODULATION, AND CODING; SWITCHING, ROUTING, AND CONTROL; AND PROCESSING AND STORAGE. SINCE RESEARCH AND DEVELOPMENT IN ITSELF CAN BE OF LITTLE BENEFIT, EXCEPT AS IT LEADS TO USEFUL PRODUCTS AND SERVICES, THE PANEL EXPANDED ITS PERSPECTIVE TO INCLUDE SUCH FACTORS AS: REGULATORY POLICIES; THE DEGREE OF GOVERNMENT-INDUSTRY COOPERATION; ADEQUACY OF STANDARDS; ECONOMIC NATIONALISM IN THE U. S. AND ABOARD; AND CHANGING SOCIAL, POLITICAL AND ECONOMIC OBJECTIVES IN THE COUNTRY. IT WAS FOUND THAT MOST AREAS ARE MAKING GOOD PROGRESS. THE TECHNOLOGY IS JUDGED TO BE AHEAD OF OTHER COUNTRIES. THE THRUST OF THE DEVELOPMENT EFFORT IN THE U. S. IS NOT IN THE OF CREATING ITEMS SUITABLE FOR EXPORT, OR TO COMPETE WITH PRODUCTS IMPORTED TO MEET THESE NEEDS. HOWEVER, THE ADEQUACY OF TELECOMMUNICATIONS R&D, TOGETHER WITH ITS APPLICATION TOWARD UPGRADING THE LIVING CONDITIONS OF THE PREDOMINANTLY URBAN POPULATION. THE PANEL REACHED THE FOLLOWING CONCLUSIONS: (1) CONTINUED SUPPORT FOR RESEARCH TO MAINTAIN TECHNOLOGICAL LEAD; BETTER INFORMATION DISSEMINATION WITHIN THE AREA; INTERDISCIPLINARY RESEARCH; CONSIDERING OF HUMAN FACTORS SUCH AS MAN/MACHINE RELATIONSHIPS; SOCIAL EXPERIMENTS; EFFECTS "EXCESSIVE COMMUNICATIONS," SHOULD BE STUDIED; CONTROL OF ABUSES; IMPROVEMENTS IN HEALTH CARE AND EDUCATION; SATELLITE IMPROVEMENTS; ELECTRONIC MAIL STUDY; AND STUDY OF EXPORT-IMPORT SITUATION.
