Methodology to Identify and Prioritize Freight Multimodal Corridors in Mexico
The U.S. Trade Development Agency (USTDA) funded technical assistance to support Mexico's Secretariat of Communications and Transport (SCT) in the development of a master plan to promote efficient multimodal corridors. The Multimodal Corridor Master Plan for Mexico (MCMP) study was concluded in 2010, and this paper presents the methodology that was followed to identify and prioritize freight multimodal corridors in Mexico. The prioritization process included a two-level assessment: a qualitative and a quantitative. The prioritization criteria reflect the objectives of the MCMP established by the SCT in the early stages of the study and the applied methodology, based on the multi-attribute-utility (TUMA) theory, allows the identification of the corridors to be developed in the short, medium and long terms. The methodology developed during the study provides the SCT with a tool that can be used to prioritize multimodal corridors for future development based on pre-defined criteria and guide investments and actions needed to make the multimodal transportation system in Mexico more efficient. A similar tool can be used by state departments of transportation in the U.S. to make better local decisions on transportation investments that will benefit key freight corridors that are the backbone of local, interstate and international commerce.
