INTERNATIONAL COMMISSION ON TRANSPORT AND URBAN PLANNING - PARK AND RIDE-ORGANIZATION AND OPERATION
SURVEYS OF INDIVIDUAL OPERATORS AND TOWNS HAVE SHOWN THAT IN MANY INSTANCES PARK AND RIDE (P & R) HAS ALREADY ACHIEVED CONSIDERABLE SIGNIFICANCE. AT THE PRESENT TIME P & R FACILITIES EXIST IN 19 LARGE TOWNS, MOST OF WHICH ARE DISTINGUISHED BY A STRICTLY LIMITED CENTRAL AREA WITH A HIGH CONCENTRATION OF PLACES OF EMPLOYMENT. TEN TOWNS ARE PREPARING TO INTRODUCE P & R. IN ADDITION, P & R IS BECOMING INCREASINGLY IMPORTANT FOR MEDIUM-SIZED TOWNS. IN MORE THAN 10 TOWNS, INCREASING TRAFFIC DIFFICULTIES HAVE LED TO THE INTRODUCTION OF P & R FOR SPECIAL OCCASSIONS. P & R WHEN BUILT UP INTO A SYSTEM, FOR WHICH A WHOLE SERIES OF PRE-CONDITIONS MUST BE CREATED, CAN CONTRIBUTE APPRECIABLY AND PERMANENTLY TO THE EASING OF THE TRAFFIC SITUATION IN THE CONGESTED AREAS, TO THE REMOVAL OF THE SHORTAGE OF PARKING SPACE, AND TO AN INCREASE IN THE DEMAND FOR PUBLIC TRANSPORT SERVICES. PUBLIC AUTHORITIES AND TRANSPORT OPERATORS SHOULD THEREFORE BE CONCERNED ABOUT THE ESTABLISHMENT AND EXTENSION OF P & R. IT IS ALSO A QUESTION OF CONVINCING THE CAR DRIVER THAT P & R IS A THOROUGHLY SENSIBLE, PRACTICAL, AND ADVANTAGEOUS ARRANGEMENT FOR THE INDIVIDUAL. WITH REGARD TO THE ESTABLISHMENT AND EXTENSION OF P & R, THE FOLLOWING CONSIDERATIONS SEEM TO BE OF PARTICULAR IMPORTANCE: (1) THE CONCENTRATION OF POPULATION IN CONGESTED AREAS WITH A SIMULTANEOUS SEPARATION INTO RESIDENTIAL AND WORKING AREAS AND THE INCREASE IN CAR OWNERSHIP MAKE IT NECESSARY TO REVISE PRIORITIES WITH REGARD TO THE ORGANIZATION OF TRAFFIC, PARTICULARLY IN THE ZONES SURROUNDING CITY CENTERS. (2) PRIVATE CARS AND PUBLIC TRANSPORT SHOULD BE REGARDED NOT AS COMPETITORS BUT AS PARTS OF AN INTEGRATED TRANSPORT SYSTEM. (3) SPECIAL ATTENTION MUST BE PAID TO THE CHOICE OF SITES FOR P & R FACILITIES. (4) THE DEVELOPMENT OF P & R INTO AN EFFECTIVE MEANS FOR EASING CONGESTION IN THE CENTRAL AREA OF A TOWN INVOLVES SUBSTANTIAL INVESTMENTS. P & R CANNOT THEREFORE BE LOOKED ON AS A SERVICE FOR THE TRANSPORT OPERATOR'S CUSTOMERS, BUT MUST BE REGARDED AS A PART OF THE INFRASTRUCTURE OF THE CONGESTED AREA. THE PROVISION OF THE MEANS TO SET UP THE PARKS MUST BE THE RESPONSIBILITY OF PUBLIC BODIES. (5) TRANSPORT OPERATORS SHOULD IN THEIR OWN INTEREST HAVE AN INFLUENCE ON THE ORGANIZATION AND OPERATION OF P & R, AS P & R OFFERS PUBLIC TRANSPORT THE OPPORTUNITY OF RETAINING OR REGAINING A SUBSTANTIAL SHARE OF THE TRANSPORT MARKET. (6) IN TOWNS WHERE SEVERAL TRANSPORT OPERATORS RUN SERVICES THAT ARE SUITABLE FOR P & R, THE EFFORT SHOULD BE MADE TO SET UP A JOINTLY OWNED COMPANY WITH THE TASK OF BUILDING UP AND EXPANDING THE TRANSPORT MARKET FOR P & R IN A RATIONAL AND EFFECTIVE MANNER.
