I-35W URBAN CORRIDOR DEMONSTRATION PROJECT: BUS-METERED FREEWAY SYSTEM

THE FINAL REPORT SUMMARIZES THE MATERIAL PRESENTED IN PREVIOUS REPORTS AND PRESENTS AN EVALUATION OF THE DEMONSTRATION PROJECT, ALONG WITH RECOMMENDATIONS FOR ITS CONTINUATION IN A DEVELOPMENT PHASE. THE PROJECT SOUGHT TO DETERMINE THE FEASIBILITY OF A PRIORITY BUS FREEWAY SYSTEM ALONG I-35W IN THE TWIN CITIES REGION. IT IS ESTIMATED THAT OPERATING REVENUES WILL SHOW A SLIGHT MARGIN OVER OPERATING COSTS; IF OPERATING COSTS FOR THE SURVEILLANCE AND CONTROL SYSTEM, TOGETHER WITH MARKETING COSTS, ARE INCLUDED, THEN THE CONTINUED PROJECT WILL SHOW AN ANNUAL LOSS OF ABOUT $200,000. HOWEVER, THIS OMITS INDIRECT BENEFITS, SUCH AS USE OF THE SURVEILLANCE AND CONTROL SYSTEM AS A RESEARCH TOOL, REDUCED PARKING REQUIREMENTS IN THE CBD, INCREASED ACCESSIBILITY TO THE CBD, HIGHER LEVELS OF SERVICE AND LOWER ACCIDENT RATES ON THE CORRIDOR, IMPROVED MOBILITY FOR CORRIDOR RESIDENTS, AND INCREASED KNOWLEDGE ABOUT THE FACTORS INFLUENCING MODAL SELECTION.
