IMPLEMENTATION OF TRAFFIC RESTRAINT
IT IS NOT POSSIBLE TO LIVE, WORK IN, OR VISIT A TOWN OR CITY TODAY WITHOUT BEING AWARE OF THE NOISE AND FUMES GENERATED BY MOTOR VEHICLE TRAFFIC, OR NOTING THE PROBLEMS OF CONGESTION AND SAFETY IN ITS BUSY STREETS. MUCH THOUGHT IS BEING DEVOTED TO URBAN RENEWAL AND TO THE CORRECT BALANCE REQUIRED BETWEEN INVESTMENT, CONGESTION AND PLANNED RESTRAINT. WHATEVER VIEW IS TAKEN, THE NEED FOR SOME FORM OF RESTRAINT ON THE USE OF THE MOTOR VEHICLE IN CITIES IS REGARDED AS INEVITABLE. THE PRESENT PAPER TAKES THIS INEVITABILITY OF RESTRAINT AS A STARTING POINT, AND REVIEWS THE PRACTICAL MEANS WHEREBY RESTRAIN OF TRAFFIC TOWNS MIGHT BE ACHIEVED. /NTIS/
