COMMUTER PARKING-FEASIBILITY AND LOCATION STUDY
BASED ON THE COMPARISONS OF AVAILABLE LONG TERM PARKING SPACES WITH FORECASTED PARKING SPACE DEMAND, PROVISIONS ARE RECOMMENDED TO OVERCOME THE FORECASTED SHORTAGE IN LONG TERM PARKING SPACES IN THE PROVIDENCE CBD. CONSTRUCTION OF FRINGE-PARKING FACILITIES IN SUITABLE LOCATIONS SERVED BY PUBLIC TRANSPORTATION FACILITIES--EITHER EXPRESS BUS OR RAPID RAIL--WILL ACCOMMODATE A SIGNIFICANT PORTION OF THE TOTAL EXCESS DEMAND FOR PARKING AN REDUCE THE NUMBER OF AUTOMOBILES USING THE HIGHWAYS WILL REDUCE THE NEED FOR EXTENSIVE IMPROVEMENTS ON THESE FACILITIES AND INCREASE ACCESS TO DOWNTOWN PROVIDENCE. TO ALLEVIATE THE EXISTING AND FORECASTED LONG TERM PARKING SPACE SHORTAGE THE FOLLOWING ACTIONS ARE RECOMMENDED: (1) A DEMONSTRATION PROJECT BE UNDERTAKEN DURING 1971, BY CONSTRUCTING A FRINGE PARKING FACILITY ON STATE-OWNED LAND JUST EAST OF THE DEPARTMENT OF PUBLIC WORKS HOWARD MAINTENANCE GARAGE ON PONTIAC AVENUE IN CRANSTON. IT IS ADJACENT TO BOTH ROUTE R.I. 37 AND I-95 AND IS ON THE COMMUTERS' DIRECT LINE OF TRAVEL FROM THE SOUTHERN PORTION OF THE STATE. THE ESTIMATED COST OF CONSTRUCTING THE FACILITY TO ACCOMMODATE 1000 AUTOS WOULD BE APPROXIMATELY $450,000. (2) PILOT FRINGE PARKING PROJECTS BE UNDERTAKEN IN THE ROUTE U. S. 6 AND ROUTE R.I. 146 CORRIDORS DURING THE PERIOD 1971 TO 1975. (3) IF THE ABOVE PILOT PROJECTS PROVE SUCCESSFUL, THE PROPOSED FRINGE PARKING FACILITIES SHOULD BE IMPLEMENTED DURING THE YEARS INDICATED.
