THE 'FREQ3' FREEWAY MODEL

THIS REPORT DOCUMENTS THE THIRD GENERATION OF THE FREEWAY MODEL AND COMPUTER PROGRAM, FREQ3. THIS REPORT IS INTENDED TO MORE THOROUGHLY DOCUMENT AND DESCRIBE THE PROGRAM AND MODEL THAN EITHER OF THE TWO PREVIOUS REPORTS DEALING WITH THE MODEL, AND HAS BEEN WRITTEN IN A MANNER TO AVOID ANY NEED ON THE PART OF THE READER TO REFER TO THOSE TWO PREVIOUS REPORTS. AS INPUT THE USER PRIMARILY SPECIFIES FACILITY DESIGN, CAPACITY, AND O-D DEMAND DATA; THE OUTPUT CONSISTS OF THE SIMULATED FREEWAY PERFORMANCE. THE MODEL IS BUILT UPON THE SIX BASIC ASSUMPTIONS THAT (1) TIME IS EXPRESSED IN DISCRETE TIME-SLICES; (2) SPACE IS BROKEN INTO DISCRETE SUBSECTIONS; (3) TRAFFIC FLOW IS TREATED AS A COMPRESSIBLE FLUID; (4) TRAFFIC DEMAND IS CONSTANT OVER A TIME SLICE; (5) DEMAND IS INSTANTANEOUSLY PROPAGATED DOWNSTREAM (WHEN THERE IS NO QUEUEING); AND (6) CAPACITIES ARE EVALUATED USING HIGHWAY CAPACITY MANUAL METHODS WHEREVER POSSIBLE. SET INTO THE ABOVE CONTEXT, THE SIMULATION CONSISTS OF FIVE SUBMODELS: (1) ON-RAMP QUEUEING; (2) ON-RAMP MERGING; (3) WEAVING; (4) MAINLINE TRAVEL TIME AND QUEUEING; AND (5) OFF-RAMP QUEUEING. CHAPTER I PROVIDES BACKGROUND INFORMATION ON THE FREEWAY OPERATIONS STUDY AND ON THE MODEL. CHAPTER II INTRODUCES AND OUTLINES THE MODEL. CHAPTER III DESCRIBES THE MODEL AND PROGRAM IN DETAIL. CHAPTER IV CONTAINS GUIDELINES FOR USE OF THE MODEL. CHAPTER V CONTAINS A DISCUSSION OF MODEL LIMITATIONS AND POSSIBLE FUTURE IMPROVEMENTS. /NTIS/
