APPLICATION OF CLOSED CIRCUIT TELEVISION FOR TRAFFIC SURVEILLANCE IN TEXAS
THERE ARE FOUR OPERATING CLOSED CIRCUIT TELEVISION (CCTV) SYSTEMS IN TEXAS THAT ARE USED FOR TRAFFIC SURVEILLANCE. THE REPORT DISCUSSES EACH OF THESE SYSTEMS SINCE EACH HAS DIFFERENT DESIGN AND OPERATION CHARACTERISTICS. EXPERIENCE HAS SHOWN THAT CCTV CAN ONLY BE AS EFFICIENT AS THE OBSERVERS IN THE SYSTEM LOOP. FOR FACILITIES THAT REQUIRE VISUAL SURVEILLANCE, THE APPLICATION OF CLOSED CIRCUIT TELEVISION SHOULD BE INVESTIGATED. THIS REPORT DISCUSSES SOME OF THE FACTORS ONE SHOULD CONSIDER PRIOR TO ACTIVATING A SURVEILLANCE SYSTEM SUCH AS EFFECTIVENESS, MAINTENANCE, OBSERVERS, AND COST. /FHWA/
