EVALUATION OF AN EMERGENCY CALL BOX SYSTEMS
A FOUR BUTTON (POLICE, AMBULANCE, FIRE AND SERVICE) EMERGENCY CALL BOX SYSTEM INSTALLED ON 11 MILES OF I-45 IN HOUSTON IS EVALUATED PLACING PRIMARY EMPHASIS ON SYSTEM USAGE AS AN INDICATOR OF ITS EFFECTIVENESS. IN ADDITION A BENEFIT/COST ANALYSIS IS PERFORMED WHICH INDICATES THAT THE ENTIRE SYSTEM IS COST EFFECTIVE AT A RATIO OF 1.5, ALTHOUGH ONE FREEWAY SECTION HAD A RATIO OF 5.6. CALL BOX USAGE IS FOUND TO BE RELATED TO NUMBER OF VEHICLES PASSING THE BOX AND DISTANCE TO ALTERNATE AID (NEAREST TELEPHONE). SYSTEM MAINTENANCE COSTS, THE RESPONSE TIMES TO REQUESTS FOR SERVICE AND POSSIBLE SYSTEM IMPROVEMENTS ARE PRESENTED IN THE REPORT. /BPR/
