Community Engagement in the Provision of A Public Transport Interchange Integrating Commuters and Persons with Disability

In planning and building a public transport interchange (PTI) in Kwun Tong, Hong Kong, a bottom-up community engagement approach was adopted with the interests of the elderly and persons with a disability (PWD) in mind. This paper describes the conceptualization and execution of the community engagement model, the means in engaging stakeholders, how the pragmatic requests of PWDs and non-PWDs were integrated, and how issues encountered were overcome by planning ‘with a heart’ and ‘walking an extra mile’, so that the PTI was completed in time and within budget, to the satisfaction of users. The secret of success is not the deployment of specialist tricks, nor expensive technology, nor full compliance with regulations, but due diligence, patience, people-mindedness, compassion, and a heart to serve. It is the spirit behind the process, rather than the timely completion of the infrastructure, that makes the public participation model worthy of sharing. To be sustainable, continued community engagement is as desirable as regular maintenance.
