HIGHWAY NOISE CONTROL--A VALUE ENGINEERING STUDY
THE PURPOSE OF THIS REPORT IS TO EVALUATES CONTROL OF HIGHWAY TRAFFIC NOISE AND RECOMMEND COURSES OF ACTION TO BE TAKEN BY THE DIVISION OF HIGHWAYS. IT EMPHASIZES THAT BARRIER CONSTRUCTION SHOULD BE A LAST RESORT AND THAT THERE ARE OTHER METHODS IN IMPROVING THE QUALITY OF LIFE NEAR HIGHWAYS. THESE METHODS INCLUDE, BUT ARE NOT LIMITED TO, QUIETING THE VEHICLES, LOWERING THE EXHAUST STACK, MORE CONSIDERATION OF TRAFFIC NOISE IN THE ROUTE SELECTION AND HIGHWAY DESIGN PROCESS, ENCOURAGEMENT OF BETTER LAND ZONING, AND STRONGER ENFORCEMENT. WHEN BARRIERS BECOME NECESSARY, THE REPORT INDICATES THAT THERE ARE SEVERAL FAMILIES OF PRODUCTS WHICH WILL PERFORM THE BASIC FUNCTION AT A LOW LIFE CYCLE COST.
