AN EVALUATION METHODOLOGY FOR EMERGENCY MEDICAL SERVICES (EMS) SYSTEMS BASED ON DATA ANALYSIS AND PROGRAM EVALUATION FOR EMS DATA: FINAL REPORT
THE OBJECT OF THIS PROGRAM WAS TO STUDY VARIOUS METHODS FOR DEVELOPING EMS DATA ON WHICH GOVERNMENTAL DECISION-MAKING MIGHT BE BASED. AFTER THE STUDY, ONE METHOD WAS CHOSEN AND DEVELOPED INTO A COMPLETE EMS ASSESSMENT MODEL. WORK STARTED WITH A BASELINE QUESTIONNAIRE DEVELOPED UNDER NATO. THIS WAS REFINED, EXPANDED, AND FIELD TESTED IN A NUMBER OF STATES WITH THE INTENTION THAT, UNDER NATO, IT MIGHT BECOME AN INTERNATIONAL STANDARD FOR EMS ASSESSMENT. APPROPRIATE EFFECTIVENESS MEASURES ARE DESCRIBED AND A WEIGHTING SYSTEM IN WHICH MATHEMATICAL TOTALS CAN BE DERIVED IS SUGGESTED.
