HIGHWAY SAFETY, DESIGN AND OPERATIONS (THE NEED FOR A SAFE DRIVING ENVIRONMENT)

ROADSIDE HAZARDS ARE DISCUSSED AND WIDESPREAD DEFICIENCIES IN DESIGN ARE REVIEWED. SPECIFIC EXAMPLES OF DESIGN FAILURE ARE PRESENTED. STUDIES OF FATAL HIGHWAY AND FREEWAY ACCIDENTS ARE DISCUSSED. THE URGENT NEEDS OF HIGHWAY SAFETY ARE LISTED WHICH WILL PROVIDE GUIDANCE FOR THE FEDERAL AGENCY AND STATE HIGHWAY TRANSPORTATION DEPARTMENTS. THE HISTORY OF THE AWARENESS OF ROADSIDE HAZARDS IS REVIEWED. THE SUBCOMMITTEES'S INVESTIGATION EXPLORES THE SUBJECT OF FREEWAY SIGNING AND RELATED GEOMETRICS. THE QUESTION OF LIABILITY UNDER THE LAW FOR IMPROPER ELEMENTS OF THE ROAD ENVIRONMENT IS DISCUSSED. THE BASIC PRINCIPLES OF GOOD SIGNING PRACTICE ARE PRESENTED AND THE NEED FOR INTERDISCIPLINARY COOPERATION IS EXPRESSED. OTHER ASPECTS COVERED ARE OFF-FREEWAY TRAFFIC CONTROL DEVICES, WET WEATHER PERFORMANCE PROBLEMS, THE CONFUSION CREATED BY NONUNIFORMITY IN SIGNS AND SIGNALS, AND OPERATIONAL DEFICIENCIES OF THE NATIONAL ROAD SYSTEM.
